So, to get a seat in IIITs you should get target at least around 10,000 - 11,000 Sc rank

See, 93 percentile is not enough for a general category candidate to get admission into National Institute of Technologies and IIITs with top branches like ECE, however you can get ECE in private colleges like:

IIIT Bangalore offers Integrated course in computer science and electronics and communication engineering. The cut off range as per the previous year was 8-9k which means for general category candidate 99 percentile is a must.

Even if i consider your female category then also 98.5+ percentile is a must. So, i would suggest you to choose NITs like Jamshedpur, durgapur, Silchar, allahabad, rourkela, Calicut in which you will get decent branches. In addition  to this there are certain factors such as choices filled by the candidates, number of applicants in the examination, previous years cut offs and toughness level of the paper while deciding the cut offs.
