You haven't mentioned about your category, I'm assuming it in general.  So, based upon the previous cutoffs for NITs and IITS, it is better for you to score 89 to 99 percentile. As the number of students attempting the exam are increasing day by day. It is better for you to score more percentile, than this.

As there is rules of shifting from NIT to IIT scoring good result in entrance examinations like JEE main and JEE advanced then it will also be possible for a student who have completed 3 years in IIIT if he or she is interested of shifting from IIIT to IIT. In that case candidate has to submit a physical fitness certificate the prescribed format duly signed by a registered medical practitioner and he said to submit at the time of admission and shifting of admission from IIIT to IIT

The eligibility criteria of state government colleges completely depends upon the college.

But yes,

In most of the state government colleges minimum percentage requirement is only 45% in 12th. So, yes you can gwt admission with% lower than 75

For example,

To be eligible for BTech in Madan Mohan Malaviya University of Technology, Gorakhpur which is a government institution , one needs to pass 12th with Physics and Mathematics as compulsory/mandatory subjects along with one of -   Chemistry or Biotechnology or Biology with at  least aggregate of 45% marks (40% if you are from reserved categories ) in these subjects .

Yes, you can get admission this year in NITs, IIITs, CFTIs and IITs as well even with percentage lower than 75% .

To get admission to institutions like NITs, IIITs, GFTIs JOSAA counselling is essential as you can get admission to these institutions only through JOSAA counselling. There is also another counselling called CSAB counselling, which is essentially  a second round of counselling that is conducted to fill up the vacant seats in the NITs and IIITs, this round is not considered for IITs. But apart from that there is state level counselling where you can apply to get admission to colleges in your respective state.

After appearing for JEE-Main you will have to appear for JOSAA counselling process and the counselling process will only start after the declaration of JEE-Advance result. Now there is no different admission process for different branches so it would be same for CSE or for any other branch.
