Hey there,
You should go for CSE at IIIT Lucknow. If you want a better exposure faculty and facilities then go for this college otherwise if you to study the metallurgy engineering then you can also go for nit Rourkela. Nit Agartala is not very much good in terms of packages of placement and facilities when you compare it with these two colleges.
So in my opinion just join IIIT Lucknow.

EWS category reservation has been provided first time in JEE Main Entrance Exam, Previous year cutoff is not available so it would be difficult to tell you about the admission possibilities with EWS category rank.

With an 11,888 rank in the SC Category, the chances of getting an NIT is very slim but there's no harm in trying for your home state NIT and the North-East NITs. So fill all the options in the counselling.

Reservation for EWS category has been provided for the first time in JEE Main exams therefore it would be difficult to tell you the chances as previous year cutoffs are not available for reference.

The cutoff fo IIITs is 54.015 approx.So check yor chances according to it.

With this rank from general category it is difficult to get good college.
You may get non core branch in low ranked colleges (but not fruitfull ).
So you should go with state government colleges or with a good private college (Chandigarh University; cgc landran; Murthal etc.).

As a third year B-tech student i have spent two years on campus and want to share my honest experience. Our college boasts a spacious and well maintained campus spread across around 30 acres. The main academic block are clean and fully functional with essential labs and new tech ,modern classrooms equipped with projectors and comfort seating there are also designated seminar halls and conference rooms on the ground floor of academic block. The academic block is mainly divided into 3 blocks, Block A, B and C including a very large and useful library in B block. Hostels are very close to academic block most of the hostel blocks consist of 9 floors each floor consists of 7 rooms with 6 three student rooms and 1 four student room. there is also single room hostels from second year but limited entries depending on CGPA of students. Hostel Mess is inside the hostel in ground and 1st floors. There is also a college canteen, Nescafe outlet (functioning up to 2 am ) and a stationary store inside campus. Whole campus including hostels is equipped with high speed WIFI up to a speed of 350mbps. The campus and hostels are maintained clean and tidy .Food is not the best and non native students find it difficult to maintain but there are other options plenty because mess fee is weekly and optional.
College infrastructure is overall good as it's just 23 acres but it is well maintained. All the required classes and labs are present in the academic block area. We have a large sports ground for football and cricket also.
College infrastructure is quite good there is lot of greenery in our college. Building are a bit old. Rooms are okayish i would say(enough for a person) college is small, it extends upto 30 acres. Overall it is not much bad
