First of all at the end of this question you told about IIT but it gives admission via JEE advance.
Now coming to your NIT seat. Congratulations you have a good rank in obc section. If you really apply for counselling you will get a good NIT or if the competition is more you will atleast get a IIIT.
So my suggestion is to apply for a counselling and there are more chances for you getting an NIT seat.

With 17000 rank (assuming CRL) you hold a very strong chance of selecting at even the top 5 NIT's.
But let me make it very clear, for opting an ideal engineering college
- you must be clear with your branch selection. Yes brother I'm serious on branch selection if you have taken a branch unrelated to your interest then you might find engineering miserable. So be clear with your branch options and then decide your engineering college.

Hey Anukriti, hope you are doing well. EWS is newly introduced category so nothing can be said about it's cutoffs and also the number of seats will increase by 10% in the institutes. The cutoffs would depend on several factors like number of candidates applied for the category, difficulty level of the exam, number of seats, number of students who have given the exam. Still at this rank of 9K of EWS, you might get the lower ranked NITS and IIITS atleast. Nothing can be said about the top and medium ranked ones. Nevertheless please wait for cutoffs to be out. You may or may not get Computer science engineering at IIIT Bhubaneswar whose closing rank in 2018 was 33259. You can also get Electrical and Electronics engineering whose closing rank was 63884. You can also get Information technology engineering whose closing rank was 49140, electronics and telecommunications engineering whose closing rank was 61386. Please note that these are the predictions bases on IIIT Bhubaneswar cutoffs of 2018. Cutoffs may vary based on factors like number of students appearing for the examination, number of seats available, difficulty level of paper etc.

College Infrastructure
As a third year B-tech student i have spent two years on campus and want to share my honest experience. Our college boasts a spacious and well maintained campus spread across around 30 acres. The main academic block are clean and fully functional with essential labs and new tech ,modern classrooms equipped with projectors and comfort seating there are also designated seminar halls and conference rooms on the ground floor of academic block. The academic block is mainly divided into 3 blocks, Block A, B and C including a very large and useful library in B block. Hostels are very close to academic block most of the hostel blocks consist of 9 floors each floor consists of 7 rooms with 6 three student rooms and 1 four student room. there is also single room hostels from second year but limited entries depending on CGPA of students. Hostel Mess is inside the hostel in ground and 1st floors. There is also a college canteen, Nescafe outlet (functioning up to 2 am ) and a stationary store inside campus. Whole campus including hostels is equipped with high speed WIFI up to a speed of 350mbps. The campus and hostels are maintained clean and tidy .Food is not the best and non native students find it difficult to maintain but there are other options plenty because mess fee is weekly and optional.
Overall college life here is not too much but good.

College Infrastructure
College infrastructure is overall good as it's just 23 acres but it is well maintained. All the required classes and labs are present in the academic block area. We have a large sports ground for football and cricket also.

College Infrastructure
College infrastructure is quite good there is lot of greenery in our college. Building are a bit old. Rooms are okayish i would say(enough for a person) college is small, it extends upto 30 acres. Overall it is not much bad
