If you belongs to ST category and have mentioned your category rank, your chances of getting a seat in NITs, IIITs are less. However, you can try to get a seat through state level counselling.

Reservation for EWS category is being provided for the first time by NTA in JEE Main exam therefore it would be difficult to tell you about your chances of admission as previous year cutoffs for EWS category is not available.

You can wait for the counselling and release of cutoff. Hope for the best.

You might in your home state otherwise no.You may have to wait upto few rounds of counselling.You have chances but slightly less.
