I am sorry to tell you but it will not be possible for you to get ECE based on either your General rank or your OBC-A category rank.

Based on the last three-year cutoffs, you need a General Rank below 300 to get ECE and you need an OBC-A rank below 1700 to stand a chance to get ECE in Jadavpur.

If for you college is first priority than branch then you can apply for printing engineering.

No your reservd category rank is not good enough to get jadhavpur in any streas. You will get jalpaiguri government engineering college and streas like it in the mop up rounds and decentralized rounds. You can take admission in other colleages like ceramic, textile

You have a decent rank in wbjee and so as per previous year cutoff analysis you have chances of getting a seat at Jadavpur University Kolkata. You will not get any core branches in regular rounds though you will get branches like

Printing, construction, food etc.

Well, for suggesting the best colleges in regard with your rank in WBJEE ,  you didn't mention your category and whether you are belonging to West Bengal as the home state quota shall be applied.  I am listing down in reference with general merit and home state quota. Getting mechanical engineering on this rank seems difficult in Jadavpur university, however, you might get admissions in

• production engineering,
• power engineering,
