If this is your obc ncl category rank then you can not even imagine of getting admission in any NIT or IIIT based on your jee mains rank.But you can try for admission in private colleges through the state level counselling.

With 24055 rank, it's difficult to get ECE, EE or Mechanical at DTU and NSIT. But, you can get Mechanical or EE in special round of counselling.

No, Not all Delhi-NCR residents are considered as Delhi State students. To be considered as Delhi state candidate, You must have domicile certificate of Delhi Union Territory. Suppose you have Ghaziabad/Noida domicile certificate then you are not Delhi state student because Noida is part of Delhi NCR region but not a part of Delhi State.

Since you have told that you are getting 130-140 marks then your rank may be approximately 34,000-37,000 AIR. This rank can't assure admission in DTU, Delhi. However, there are chances that you can get Biotechnology or other less popular engineering branch there.

The cutoff of JEE Main for NIT Delhi will consist of the opening and closing ranks required to be eligible for admissions into the National Institute of Technology Delhi. The cutoff ranks will be determined based on JEE Main entrance examination.
