There is an option for branch change in NIT Warangal. But if you are joining the Institute into a stream you have no interest in, then its more like a luck game. Changing your branch solely depends on your CGPA by the end of first year. But once you are allotted an other branch you cannot refuse it. So be careful while filling your preferences. This happens based on your performance at the end of first year (CGPA). Everyone with a CGPA above 8 is eligible to apply for it. Finally, based on the preference order of branches that you fill, you’ll get a branch; just the way your JEE counselling happened.
Generally students with CGPA 9.3 and above opt for CSE and ECE and the ones with 9–9.3 get electrical , mechanical and civil. The rest (min CGPA is 8 though)go for chemical , biotechnology and metallurgy. I think each branch would accept around 3–5 people to get in and people with higher CGPA are given preference .
So, yes you can change your branch from Biotech to CSE/ECE only if you have filled CSE/ECE in your preference list and have the required CGPA by the end of your 1st year.

CSAB is a special round of counseling held to fill the seats in colleges which are left after Round 7 i.e. last round.Whoever eligible for JoSSA can participate in CSAB.To participate in CSAB you have to pay the fees of around 36500 which will be added up to your college fees if you get selected and if you not selected in both round of CSAB then 1500 will be deducted and 35000 will get transferre in your account.
As NIT WARANGAL cutoffs of round 7 under OBC-NCL category is around 1815 you can not get into NIT Warangal.
But if we talk about CSAB round you can easily get into NIT WARANGAL.
NOTE:You can only get admission in NIT WARANGAL in CSAB round only if there is seat left as it is in 2019, so do not divert your concentration only towards WARANGAL also try another colleges.Also keep in mind that these rounds held so late hence if you do not get selected you end up all your chances to other colleges as well so take step carefully.

According to your rank,there is less probability for you to get admission in Nit warangal and you have more chances to get admission from these colleges like IIIT pune, IIIT nagpur, IIIT dharwad, IIIT kurnool. if you have valid sc caste reservarion then you have get much more better colleges than IIITs but there is less probability to get admission in nits and don't lose hope, check the college predictor by using below link and prepare the colleges list for your josaa counselling 2020. so, you can use this link and you can find your more IIIT colleges and nit colleges according to your rank and you can prepare your list for your counselling . here is the link.

NIT Warangal and NIT surathkal both are highly prestigious colleges in our country. Electrical engineering (Btech) is a four year full time undergraduate level degree programme offered by both of these institutions. No institute is inherently better or worse than other. It simply has to suit your needs. In NIRF rank VIT Vellore is placed at 13th rank with all the IITs whereas NIT Warangal is placed at 28th position.
If we look from placement prospective then VIT Vellore has its 100% placement (it seems). But we don't know much about the placement structure of NIT Warangal. CSE from VIT Vellore will be better option , but NIT being a government college and we know the craze about government engineering college. So it totally depends on your choice whether you want to stay in Chennai or in Warangal. Both are good college.

1. IIT Indore
2. IIT Gandhinagar
3. IIT Dhanbad
4. IIT Bhubaneswar
And for the NIT,
1. NIT Trichy
2. NIT Warangal
3. NIT Surathkal
These priorities are based on review, NIRF rankings and seeing the information on their official website.
