Hello,
To get free seat/ full fees reimbursement, your AP EAMCET Rank must be less than 10,000 and your parents must not be Goverment employees and their income must be less than Rs. 2 Lakhs per annum, as you belong to BC-A Category. But you have chances of getting partial fees reimbursement if you meet the eligibility criteria.
For your AP EAMCET Rank it is difficult to get Horticulture free seat in Government Universities based on previous year's cut-offs.
Cut-offs varies from year to year and depends on many factors like number of students appeared in the exam, number of seats available, category, difficult level of the exam, etc.
To predict Colleges based on AP EAMCET Rank, use below mentioned College Predictor Tool.

Hello Lakshminath. You mentioned you have an EWS certificate and you come from SVU Area. Even though you belong to Open Category, you can take advantage of EWS Quota reservation as you possess the certificate. But before going to predict the colleges, let me make the thing clear about these University Region Areas and Local and Non-Local criteria in AP EAMCET.
Andhra Pradesh is divided into 3 Regions on the basis of location of 3 principal universities of the state - Andhra University Region (AU); Osmania University Region (OU) and Sri Venkateswara University Region (SVU).
Now, the applicants who are from SVU region are regarded as Non-Local for OU while OU region candidates are Non-Locals for SVU Region and so on. Another thing to keep in mind is the Locals of a particular Region will get higher priority than the Non-Locals of that region, even if all of them belong to same state (i.e. Andhra Pradesh).
To know more about these eligibility criteria, kindly refer to this article:
https://engineering.careers360.com/articles/ap-eamcet-eligibility-criteria
Now, if I predict your eligibility in various colleges, I can say you have good chances in few Public/Government institutes such as:
Apart from these you have good chances in various private engineering institutes as well.
To know your college admission chances based on your Local/Non-Local Status, Caste, Gender, etc. & exam result and to get your AP EAMCET personalized report with Top Predicted Colleges delivered on mail, I encourage you to use AP EAMCET 2021 College Predictor:

As you have mentioned that you have secured 37k rank in ap EAMCET and taking into consideration that you are from bc-d so let me tell you that it's very difficult to predict these things in these examinations.
Various factors are considered while deciding the cut offs like number of candidates appearing in the examination number of vacant seats in college, previous years cut offs, and difficulty level of the paper .

The infrastructure of Shri Venkateshwara University is accessible, but it still needs improvement. BCA Building was very basic and had enough sitting arrangement, but no amenities such as air conditioning. Library provides a quiet study atmosphere, but more books on technology are required. The campus environment is peaceful and has enough greenery, so one can attain a smooth temper while sitting in the campus. However, stronger facilities coupled with better improvements would describe the scene ????
College Infrastructure is mainly average and looks just for show purposes. Labs lack the basic equipment; however, overall facilities should increase more to make the learning experience better. The hostel facilities are low, especially the food that makes it an uncomfortable stay. You experienced it personally for two years.
Infrastructure of college is very outstanding it is very neat and clean and every classroom is furnished and we also have every amenities that is required for example we have a big library which is fully computerized, a big spot area, gymnasium, basketball court and a separate canteen area. We also have security cameras everywhere.
