However, if you belong to the general category there is qualification criteria. You should have obtained a minimum of 55% in Physics, Chemistry and Math/Biology in you class 12 board examination. With your percentage, you are eligible for the application process.

CSE in VIT Vellore is one of the most preferred branch and hence the competition is very tough. You'll need a VITEEE rank below 10 K to get admission into the course.

Yes, You can get admission in  VIT Vellore for M.Sc Integrated program for Biotechnology.

The minimum required percentage for integrated M.Sc program for Biotechnology in 12th is 60% but you have scored 64%. Hence you are eligible for this course, providing you have fulfilled all other eligibilities criteria too.

1. A passing grade on the State/Central Board of Secondary Education's Higher Secondary Examination, or a comparable exam, with a minimum cumulative score of 65 in math, physics, and science (PCM).

This is a very good idea and many people in the past have pulled this off. As far as the fees of VIT Vellore is considered, you only have to pay the fees up to till when you studied there. Once you leave VIT for IIT or some other of your choice, you'll not have to pay anything to VIT after that, be it tuition fees or hostel or mess fees.

So, answering your question, yes, it is possible to leave VIT without paying the fees for rest of the semesters.

See, this is a clear case of what you prefer, a better branch or better college. ECE in VIT, Vellore is a very well known programme and is highly regarded in the industry, while Computer Science Engineering programmes are known to be high paying in nature. If you want an opinion then VIT Vellore will be more preferred than PES Bangalore as companies which come for CSE also allow ECE students to apply, so the opportunities will be greater in VIT than PES.
