The eligible candidates belonging to Andhra Pradesh state can avail fee reimbursement under Jagan Anna Vidya Deevena Scheme. To avail the benefits of this scheme the applicant must get admission in Government or Government Aided or Private colleges affiliated to State Universities/ Boards. This scheme is not applicable if the applicant enroll for admission in any deemed and private universities. Vellore Institute of Technology, Amaravati is a Private University so you cannot avail the benefits of Jagan Anna Vidya Deevena Scheme.

Vellore Institute of Technology, Amaravati is Private University in Andhra Pradesh. The fee reimbursement is not applicable for the candidates who take admission in Private Deemed Universities. Fee reimbursement is applicable if the candidate tames admission in the following Institutes
VIT, AP is not affiliated to State University or Board. You cannot claim fee reimbursement. But you can apply for merit based scholarship. The institute will notify about the available scholarship for the candidates who get admission in VIT, AP. You can apply for such scholarships. Based on previous year's cut-offs it can be said that chances are less to get B.Tech Computer Science Engineering Core branch or Specializations in Vellore Institute of Technology, Andhra Pradesh in Category 1 or 2. You can try for Category 3, 4 and 5 but you need to pay additional fees along with regular Tution Fees every year, if you get seat in other categories expect Category 1. Fo r admission into B. Tech Computer Science Engineering branch in Vellore Institute of Technology, Andhra Pradesh you must atleast get Rank below 18000 based on previous year's cut-offs for category 1. For other categories the Rank may vary. But cut-offs varies from year to year. Also cut-offs varies from category to category and campus to campus. Cut-offs depends on many factors like difficulty level of the exam, number of students appeared, number of seats available, etc.

Yes, it it is possible to get a computer science and engineering seat at Vellore institute of technology Andhra Pradesh with the mentioned rank. Since the AP campus has been recently established, the number of students applying here is comparatively lower than the others. Analysing the past trends you can get a CSE seat under category 2 or 3.

I want to inform you that CSE is one of the most admired course by the aspirants , and VIT AP is one of the premier institution , so you have to score high to get Admission in CSE , with a rank under 7k has a possibility of getting CSE, but you also have a chance because VIT offers Admission through different categories.

Based on previous year's cut-offs, for your VITEEE Rank it is difficult to get B.Tech Computer Science Engineering branch in Vellore Institute of Technology, Andhra Pradesh in Category 1 or 2 or 3. But Cutoffs may vary and depends on many factors like number of students appeared in the exam, number of seats available, difficulty level of the exam, category etc.
But you can try for B.Tech Computer Science Engineering in VIT Andhra Pradesh in Category 4 or 5. But chances are less to get because there will be competition for CSE course but you can give a try. If you can't get in Category 1 and get seat in other categories then you need to pay additional amount apart from regular Tution Fees every year as per instructions given by VIT.

VIT is one of the premier institution of India and offers various courses for undergraduate and Postgraduate programmes, you can get admission or not depends on which course you want to go for, different courses have difficulty cut-off rankings.
You have a possibility to get admission in VIT through category 1 but stronger chances are for category 2 as category 1 seats are generally filled by 30-40k ranks.
