I guess that you are talking about Central Institute Of Plastics Engineering and Technology(CIPET) is one of the most recognised institutions and in all over India it has a 11 campus in which chennai campus is one of them. Now as you want get admission in this college so for that you have to give a computer based exam ie, JEE entrance exam and basis on the marks you will be getting seat in this college. Now in terms of Infrastructure it is best in India and also it provides a great environment for the students to study with a lots of extra curricular activities. Hence you should definitely try to aim a higher target in your entrance because the cutoffs of this college is generally high.

Yes, there are examinations through which you can get into Anna University. Anna University organizes Tamil Nadu Common Entrance Test (TANCET) & Tamil Nadu Engineering Admission (TNEA). Through TANCET, admission will be offered into ME, MTech, MBA, MCA and MArch course. Through TNEA, candidates will get admission in the Engineering UG course. The admissions after these exams conduction are done through Counselling.

The cut-off trends keeps changing every year and it depends on the number of students attempting the exam, difficulty level, number of available seats, etc. With marks of 191, it's hard to secure EEE seat in Sri Sivasubramaniya Nadar (SSN) College of Engineering in Kalavakkam as the closing marks for CSE branch was 197.25 in the year 2017 for Open/General Category candidate. Its also not possible to secure EEE seat at PSG College as the closing marks for the same was 199 for Open category (OC) in the year 2017. You can try applying for other branches at these colleges or if you want EEE branch only, then you can apply for other colleges.
