No. For admission in DELHI colleges, you have to do your both 11th and 12th from a school under the Delhi region. As you have stated that you do not fulfill the criteria, you will not be entitled to the reservation which is for Delhi region students.

Hello Subham, No, you won't get admission in NSIT or DTU even if you are from SC category. There are only 15% seats available for all India quota seats. So, the cutoffs are very high. The closing rank for NSUT was 14034 in Instrumentation and Control Engineering. and for DTU the cutoff was 158000 in Production and Industrial Engineering. So, I don't think you would get admission there.
The Mechanical Engineering branch of DTU is one of the oldest branches of this college and is considered to be the topmost branch here. The placements of this branch in DTU are comparable to IIT Delhi, IIT Kharagpur and IIT Guwahati. Some students even prefer DTU over a few IITs for mechanical engineering because the faculty is highly qualified and placement record is at peak. BITS Pilani is known for its computer oriented branches. The only thing better in BITS Pilani is the overall environment, hostel facilities and fests. So, choose wisely.
Yes there you can change the squence of colleges as per your requirement. As the choice filling of colleges is independent from the round. Even you can add the colleges in second round which you have not fill in the first round.

We understand your concerns. Howver, in this year the concerned authorities are conducting atotal of four rounds of counselling in JAC Delhi, 2019. In addition to these four rounds, A spot round to fill in the remaining vacancies will be conducted. So, there would not be 6th round.
The round 3 results would be out on 11th July and ROUND 4 on 16th July.

For seeing further rounds of counselling, a candidate has to visit the alloted institute on the reporting date to register himself for seat allotment. THere, you can either lock your seat in the alloted course and college, or you can slide for next rounds. All the documents and fees submission for counselling verification is done there. You have to visit the centre on your scheduled reporting and also complete the formalities in order to be eligible for next rounds. You can also withdraw from the counselling after all rounds if you donot get your desired institute, the fees is refunded with a few cancellation charges.

See JAC Delhi has somewhat same procedure of admission like any other counselling that takes place. If you are alloted a seat in any of the rounds since you are a PwD candidate you will definitely have to submit the certificate along with verification of all other academic documents they ask for and you will be fine.
