Now, listen, in IPUCET, 85% of the seats are reservesd for students passed 10+2 from schools in Delhi. Rest 15% are for students from other than Delhi.

Here is a marks vs rank list in IPUCET:

>350 marks : <500 rank

290-350 marks : 500 - 3000 rank

235-290 marks : 3000 - 7000 rank

210-235 marks : 7000 - 15000 rank

<210  marks : 15000+ rank

So, less than 10k ranking will give you a pretty good seat.

U had not even mentioned you category so i m considering you as general category student .as you too know that gor a general category student 78 percetile is really low score as even you are not qualified for jee advance  exam so its difficult for you to get admission into ipu or delhi university  college  as it is one of the most prestigious institution of engineering in delhi so it cutoff are very high to get you Admission into any branch in it . Guru Gobind Singh Indraprastha University (GGSIPU) will soon announce IPU CET 2020. The results are not yet declared the exact date is not yet declared. Candidates will be able to download the result in online from the website ipu.ac.in. IPU CET result 2020 will be announced in the form of rank list.  The result of IPU CET 2020 will carry information like name, category, roll number, region, and rank of the candidates.

I am sorry but for USLLS of GGSIPU college cut off for outside Delhi candidates goes around 30-40 rank according too previous year trends.

However, you have high possibilities of getting an NLU in the country. Please check the cut off range in that area. I highly recommend it.
