If you’re allotted a college in Round 3 of IPU BSc Nursing counselling and choose “Float/Upgrade”, then physical reporting is not required at that stage. You can wait for the next round’s upgraded allotment. Once you get the final preferred college, you’ll need to pay the 60,000-security fee and report physically to confirm your admission. If you don’t report after final allotment, your seat may be cancelled.

Top ones like Maharaja Surajmal, Maharaja Agrasen, and Vivekananda might be tough, but you can still get good options like Rukmini Devi Institute of Advanced Studies, Delhi Institute of Rural Development, and Ideal Institute of Management. You can also try for Tecnia Institute or Trinity Institute in later rounds; cutoffs drop a bit after the first round, so keep checking the updates.

Yes, you are eligible for round 3 counselling. Since you have already taken part in round 2 of AIQ (All India Quota) and opted for upgradation, your seat will be considered for upgradation in round 3. You can also stay eligible for IPU round 3 if you did not get a seat earlier. Just make sure you keep your documents and fee ready and follow both AIQ and IPU counselling schedules carefully.
