Rather than going for Anna University, I would highly recommend you to go for well reputed national institutes like Indian Institute of Information Technology Una and IIIT Bhagalpur. A brief comparison of both are as follows:

Ranking: Both are new colleges and thus unranked, but Una is a better and more beautiful place than Bhagalpur.

Placements (ECE):
IIIT Una: Highest: 44 LPA, Average: 11.01LPA
IIIT Bhagalpur: 30 LPA (CSE), Average: 8.5 LPA (all)

Hope you are doing great. Because IIIT Bhagalpur was founded in 2017, there would be a limited number of large MNCs coming for placement or internships. So, if you want to get placed, you should take a different route. You can opt for it if you have a CSE department seat here. When it comes to the amenities, there are plenty of professors and a well-equipped library. The hostel facility is the only thing worth mentioning because it is good for a newly built campus.

And in regard of placements,

For 2021 and 2022, the top salary package remained at INR 30 LPA. In 2022, the average compensation package increased by around 6% over 2021. Media.net, Virtusa, Practo, Toothsi, and Capgemini, among others, were among the top recruiters in the placements push.

On the basis off category there is no scholarship to iiit bhagalpur students as of now but yes you can apply for various scholarships provided by state governments and other stakeholders like psu's also in case there is a problem in paying fee then you can opt for education loans hope this helps.

Now talking about your college which will you get. You won't be getting CS in IIIT bhagalpur, IIIT Una as their cutoff is higher then your rank IIIT Bhagalpur closing rank was 25963 for open catagory whereas closing rank for IIIT Una was 23500.

In my opinion you can go for NIT uttrakhand if get allotted we should go with that as it's cutoff is near to your rank.

Talking about Dirubhai Ambani institute of information and communication technology it is private self-financed university so if you can afford it's fees which 86,000/annum + 22,000/annum hostel fees it will be good option but you should go for this college after you are unable to get in the above mentioned college.

Most important is if you are getting any other branches also should go for it in IIIT Bhagalpur, IIIT una and NIT uttrakhand as you can change it after 2nd sem in most of institute and after 1st sem in some institute.
