              Sorry you have no chances to get IIT Kanpur for VLSI & for other IIT'S too.

My suggestion is to go for lower NIT'S but their also least chances at this score or go for next year & prepare your as much as you can.

In iit kanpur interdisiplinary branch(material science ) previous years cutoff was around 377 for sc category. so your gate score is in boarder line. i suggest you to apply gfor iit kanpur and u may apply in new iits like roorkee, guwahati,bhu. also.

For Gate exam,
The candidate is, however, free to choose any other paper according to his/her admission plan, keeping in mind the eligibility criteria of the institutions in which he/she wishes to seek admission.

There are many candidate who are from Electrical and ECE department ,go for GATE CSE/IT exam.
So, candidate can give any other paper according to his/her plan.

Candidate take proper guidance before changing from electrical department to environment department with seniors , teacher and peers.

Definately you can apply for ECE papers but if the college has mentioned it that students are eligible.The papers mentioned above consists of ECE papers and all of the above can be opted by a EE student.

In Physics, the weightage of syllabus of class 11 and 12 is almost equal -- it is around 50% for each. Some important chapters of Physics in class 11 include Waves, Simple Harmonic Motion, Units and Dimensions, Rotational Motion, and Newtons Laws of Motion. The class 12 Physics topics that carry heavy weightage in JEE include Electrostatics, Magnetism, Current Electricity, Optics, Modern Physics.
In JEE chemistry, generally, the weightage of class 12 syllabus is more than that of class 11. Generally, the weightage of class 11 chemistry syllabus in JEE is around 30% to 40%.Some topics of class 11 chemistry that are quite important from the point of view of JEE questions are Chemical Bonding, Chemical Equilibrium, Gaseous State, Atomic Structure, General Organic Chemistry, and Stoichiometry.
Generally, the weightage of topics of class 11 mathematics is 40% to 50% in JEE. Some of the important topics of class 11 mathematics, that are important from the perspective of JEE questions are Coordinate Geometry, Permutations and Combinations, Probability, Complex Numbers, Binomial Theorem, and Progressions. Matrices, Calculus, Vectors and Three-dimensional Geometry are some of the class 12 mathematics topics that are important from JEE perspective.

To get admission in IIT Kanpur , for general candidate one should score above 210 in JEE advanced.

Graduate Aptitude Test in Engineering (GATE) is a national-level post-graduate entrance exam that is jointly conducted by the seven IITs (Bombay, Delhi, Kanpur, Guwahati, Kharagpur, Madras and Roorkee) and the Indian Institute of Science (IISc), Bangalore for admission to M.Tech programmes offered by government as well as many private institutes.

GATE 2019 was organized by Indian Institute of Technology (IIT) Madras in online mode on February 2, 3, 9 and 10, 2019.

Considering your score, the chances in IIT Kanpur is low but you can get some lower ranked IITs and NITs. You can also try for other colleges that take admission through GATE.

The gate cutoff for admission in ph.d in Kharagpur (mathematics) was 428 for major and 732 for minor(general).

This year,there is not much of a fluctuation to be expected in the cutoffs for admission in PhD for mathematics (general),though the final numbers will be revealed after the declaration of the result

You need to qualify the eligibility criteria to apply for Ph.D. Mathematics in IIT Kanpur. they are -

 (i) A master's degree in the relevant subject or a bachelor's degree in engineering or science (4-year programme) with marks/CPI not below the specified minimum.

(ii) The candidate either must have a valid GATE score or must have qualified JRF. The requirement of GATE/JRF/JEST is waived for candidates having a master's degree in science from IITs with a minimum CPI of 8.0.

The infrastructure here at IIT Kanpur is really good and well maintained. The basic facilities like library, classrooms, lecture halls are high tech and really advanced. Even the new hostels are really cool and good.
