Cut off for any college depends on the difficulty level of the entrance exam, performance of other candidates in that exam, and on number of seats in the college. According to the previous year cut off for NIT Surathkal for chemical engineering, opening rank for home state quota was 681and closing rank was 1009 while for other states quota opening rank was 780 and closing rank was 949 for ST category students. So you might not get a seat in this NIT, but please don't loose hope because like I mentioned above these cut offs are subject to change.

Seeing your score and previous year cuttoff of NIT SURAKTAL,you seems to have less chance of getting ECE with other state quota.You can get ECE in NIT SURAKTAL under HOME STATE QUOTA.You can secure seats in MNIT ALLAHABAD with ECE stream.And chance of getting ECE stream in NIT warangal is less from both HS and OS quota.Above data is predicted in the basis of previous year cuttoff of NITs.For sureity you have to wait.

Sorry to say you that you may not get admission in NIT college as you rank and marks are not satisfying the eligibilty criteria for admission.
NIT take candidate on the basis of JEE Main cutoff 2019. For more information you can check the cutoff for 2019.

Sorry but the closing rank for NITs or other government colleges is around 25k and for core engineering branches you need less than 15k rank. So you can't get NIT with this rank however you may get admission in other private colleges affiliated with jee mains. With 2306 rank in ST category ,it is very difficult for you to get core branches in NIT surathkal through other state quota as it is one of the top NIT in india.
however you be getting very good colleges with your rank and quota.

Im a First Year Student at NIT Surathkal persuing Metallurgy and Materials Engineering and the infrastructure is great other than their sports complex is not so good, all of the sports facilities are cramped in one place
Classrooms and sports centres are great. Infrastructure available on need basis. Wi-Fi is great but not available at good speeds at some hostels. There is CIDS and CRF that are having many projects. There are two libraries one of which is open upto 12 midnight on normal days.
The college had a big name already and it lived by it. It provided a campus considering the comfort of the students incorporating all the necessary facilities like the labs for the science and libraries.
