Basically the rule of counselling is In order to go for second round you have to pay the fees. If you get the other branch in second round your fees will be adjusted otherwise, you can also withdraw your seat.
It would be better if you could share your overall rank as well. Also, if you belong to general category candidate and belong to punjab then the closing rank in first round of counseling was 40895 and for outside punjab students it was 19863.
Note : As the admission process for 2017 is already over so above I have provided the answer in a generic way.

Thapar university provide very good opportunity. If you are doing electronics & Computer then you are preparing yourself as a good prospect in the Firmware engineering and now a days jobs are flooded in market for firmware engineers.
Electronics and Communication Engineers are acquired by top recruiters (both private and government) like DMRC, Siemens, Motorola, Intel, Texas Instruments, BEL, ISRO, DRDO, Accenture, Wipro, HCL Technologies, NVidia, Samsung, Tech Mahindra, Infosys, TCS, Conexant, MTNL, AIR, BSNL, Indian Air force, Indian Navy, Railways, Bharat Electronics Ltd and Flextronics and Philips Electronics.

You should go for the branch in which you have maximum interest and in which you can give your best. But college wise as both the options are good but as per the rating and reviews, Thapar University is better.

Many facilities provide by college lab is very good and working well, classroom is very good and library is also provided by college and you can take any book in your course. Many facilities provided in our hostel food is average and canteen is also available in our hostel medical facilities is also available in our hostel.
The coursework is decent, they try to make them familiar with each technology one by one. Classrooms are good, and the campus is big. Hostels are also good but overpriced. The food in the mess is not very good and is also overpriced.
Infrastructure of the college is just okay. Buildings look very old and don’t justify the fees charged. The Labs for our branch are the worst. Wi-Fi connectivity is good overall. The college library is decent. The classrooms are very nice up to 2nd year but after that we will get a normal school type classroom.
