Delhi Technological University is Government public university. The fees will be lesser and also as far as placement are concerned, it has got decent placements. But the infrastructure and ambience is pretty destroyed, the classrooms are not well equipped. ICFAI is ranked 28th and it's a deemed university. As its a private college, it is very well equipped with good looking campus and infrastructure.

According to last year record the last ST All India rank to get admission in Delhi Technological University (DTU) Civil Engineering was around 61,000 for Other State Student.
And According to the formula; (100- NTA percentile score ) X 869010 /100 , your rank comes out be more than 2,17,000 and in that case sorry but admission in DTU (Civil) would be difficult for you. The Home State students have a lot better edge in admissions in DTU as there is good margin difference between Home state and Other state students.

Yes , you can get admission in DTU and NSUT even if you are from Bihar and not a domicile of Delhi.
This is because it is not mandatory to be a domicile of Delhi to take admission in DTU or NSUT.
Admission in DTU and NSUT is through JEE Mains examination followed by Joint Admission Counselling Committee, Delhi.
Also , to be eligible for taking admission in DTU or NSUT you must have passed your class 12th board examination with at least 60% marks in aggregate of Physics, Chemistry and Mathematic, and should have studied English in 10+2.
So , you don't need to worry at all even if you are from Bihar, all you need to do is prepare well for your JEE Mains examination if you want to get into DTU aur NSUT

NSUT and DTU have 85% reservation to Delhi Candidate but have 15% seat for other state candidate .
So , yes you can take admission there but for this you need to qualify JEE Mains and then separetly apply for JAC Counseling because admission in DTU and NSUT is given through JAC Counseling .
Delhi Technological University offer BBA in under graduation. The minimum criteria is that the candidate must have passed 10+2 or equivalent with 50% marks. The merit list will be preparee on the basis of total scores of best 4 subjects including English as a subject.
Admission to NSUT, Delhi for the BBA course, 60% marks in 10+2 in any discipline is required. For selection, the aggregate marks of English and best three subjects will be considered. You can apply through www.nsut.ac.in.

Defence quota is applicable to both outsiders as well as Delhites.There are 7 preferences, your condition should match either of the 7 preferences then definitely you can apply for defence quota. These 7 preferences you can view from the DTU’s official website.5% seats are reserved for defence quota.

By the formula, (100- NTA percentile score ) X 869010 /100 your rank comes out to be around 1,30,000 in OBC category. And according to last year cutoff the last admission in Round 3 in DTU was of ~23000 rank (Biotech) for an outside Delhi student.

the basic eligibility criteria to get admission in delhi technological university is candidate must have completed their 10+2 from science stream (PCM) with atleast 60 percent marks in aggregate from a recognized board , you are required to crack the jee mains exams and after the declaration of result of JEE mains exam you need to fill the joimt admission counseling (jac delhi), final admission will be given on the basis of your JEE main score mainfollowed by joint admission counselling (JAC)
