I'm sorry to inform you that you are not eligible for diploma in Mechanical Engineering. The eligibility for the course does require you to have 55% marks in class 10th, but it also requires the candidate's successful completion of class 12 from the science stream( with physics, chemistry, mathematics) from a recognized board.
How to get into DTU?Hope you have known the follwing steps.
One needs to take the JEE (Main) exam.
One also needs to secure at least 60% marks (55% for OBC-NCL, 50% for SC/ST/PwD) in aggregate of Physics, Chemistry and Mathematics in Class XII.
Admissions are done on the basis of rank in JEE (Main) through JAC Delhi Counselling.
Now coming to your questions you have to justify why was there a gap of 2 years, when you face interview during placements. If you can justify with conviction and proper reasoning, then should not be any problem. However having a 2 year gap between your class XII and engineering will not act in your favour. You have to get very good marks in 3rd and 4th year, to nullify this drawback.

For the reserved categories, there are two lists of castes - one issued by the State govt and the other issued by the Central govt.
In many cases, there are castes that are recognized as OBC by the relevant State govt but not by the Central govt. Thus, such castes would be in the relevant Stae govt list not in the Central govt's list.
For OBC reservation in Central govt institutes such as the IITs, NITs, IIITs (except IIITH) and CFTIs, the relevant caste should be mentioned in the Central govt's list and the cert should be issued by the relevant Central govt authority.
So if it is centrally approved then it shall be approved.

Eligibility for iit is that candidates must have secured at least 75% aggregate marks in the Class XII (or equivalent) Board examination. The aggregate marks for SC, ST and PwD candidates should be at least 65%.
So , you being a student from st category from cbse board, you need to get at least 65 % in class 12th yo be eligible for iit.

Since it is too late to answer your query, If this query was related to B.tech programme in DTU then the admission in DTU, IGDTUW, NSIT, and IIIT-D is through JAC Delhi Counselling on the basis of JEE Main Score.

To be honest, it will be very difficult for you to get a seat in spot round in IPU university, but there have been times when unexpected students got some good seat so I would suggest you that you should give it a try. No one knows when you get lucky.
Even if you didn't get, don't be sad, life will give you many more opportunities, work hard and be ready to grab them.
