Regarding, your query, it is specifically mentioned in the JAC counseling rules, student have to fill the JAC fees as soon he gets enrollled in any of the course he/she listed
So, Yes you have to pay the required fees, else you would be kick out from the subsequent rounds.

Congratulations on getting shortlisted in IIITD Merit list. Now you have to report in the reporting center as mentioned in your Provisional seat Allotment letter on the date and time for Document Verification. After verification of document, you can choose to Freeze/Float in the further rounds of the counseling for upgradation.

This is the first year that selection will be preferred the percentile basis through jee mains conducted by NTA , Getting admission in dtu depends the state of origin and branch that a student willing to take In the previous years , selection has been done on the rank and marks basis through jee mains and a very good rank was required to get admission in dtu for all range of branches. If a student belonging from Delhi state then there may be chances of getting admission in dtu at that percentile but not the branch like computer, software and IT, if student is not from Delhi state then I think there will be very less chance for admission at that percentile in Dtu.
Since NTA has conducted this year jee mains and selection will be done in the twice writing the mains examination (January and April attempt)for proper filtering of students and many more reasons.
We cannot predict exect matter that selection can be done or not on that percentile, but somehow we can calculate and convert the percentile mark nearby with rank and comparing the previous years rank we can come to know about the selection ranges for students of different states with different branches.

IITD prepares its own rank list which takes in the count of your percentile. So if you have “x” bonus marks then for IIITD rank list your percentile will be (your jee main percentile + x).
Also, IIITD rank list takes count only those candidates who had filled IIITD in their preference list not everyone.
