Hello, Chandrashekhar with your rank in JEE Mains it will be difficult for you to get admission in DTU and NSIT as your home state is also rajasthan getting Electrical or ECE branch will be even more difficult. Therefore, you should try for other colleges through JOSAA and you can also try for other state level government and private colleges where you might have a better chance of getting the bramch of your choice. Hello Bilal, You will be considered a home state candidate if you possess the domicile of that state. If you don't have domicile of that state, then you will be considered as the other state candidate. There's no conversion of any kind during the admission. It's simple logic.

Considering the last year's cut-off list of 6th round , you can easily get admission in Delhi Technological University(DTU) in both the branches you want that are mechanical engineering and electrical engineering

JAC counselling is an online procedure. You don't need to travel from Hyderabad to Delhi before seat allotment. I'll explian the procedure further:
You need to register and pay a fee of Rs. 1500/- After registration and choice filling, allotment of seats is declared as per counseling schedule given at JAC Delhi portal. A candidate, who is allotted a seat in any of the participating institutes is required to pay the initial amount of admission fee of Rs.95,000 through ONLINE FEE PAYMENT GATEWAY of JAC Delhi 2019.
Upto this the procedure is online. After this you are required to report for admission at allotted University / Institute on the date specified as per the counseling schedule along with admission fee payment receipt and the original documents for verification.

With this rank I am afraid that getting a seat in Delhi Technological University in any branch seems difficult since you belong to outside Delhi.
But you can try other colleges that use JEE mains ranks for their admission procedure.
There are many such colleges and a few colleges also have home state domicile quota, so you can check out that as well.

Based upon the rank obtsobtaby your sir in JEE Mains he will not be able to get admission in CSE course in DTU as per previous year cuttoff. But he will be able to get Electrical Engineering, Production and Industrial Engineering, Civil Engineering, Environmental Engineering and Engineering Physics Branch in DTU. In NSIT also he will not get CSE as per previous cutoffs.
