You can only use your JEE Mains 2019 ranks and marks to get admission in any college by any type of Counselling.

DTU have seats reserved for the Delhi students itself .
Your rank is not that good for DTU.
You should go and refer counselling or you may choose a good branch in a private engineering college .
You should check college predictor by career360 to learn about the colleges you may get into based on your jee scores .

No, you will not get any college with 5 lakh rank. you should try other colleges other than colleges which don't admit JEE Mains Score. You need minimum 40-50k rank to get into DTU or NSUT.

Taking into account your board (class 12th) exam percentage and assuming that you are a general category aspirant, you are elgible for JAC Delhi counseling. But, I would recommend you against participating in it bcause with your rank there is no chance of getting admission through JAC Delhi as the cut ff for all courses goes around 25000.

Well, securing 64 percentile in Jee Mains may not be enough for getting admission into a reputed government engineering college in Delhi. But still you can give it a try at the time of counseling and since you're a resident of Delhi, you have higher chances of getting admission. But you can also apply for other deemed universities and private colleges offering B.Tech course in mechanical engineering through JAC.
