Your chances of getting admission in DTU with this much score of 80.49 percentile in JEE Mains examination is very low. You should better focus on the result of your april JEE mains attempt so that you can get a NIT. I hope you have got the point.

Now taking your Delhi quota and EWS under consideration there are high chances of getting a decent seat in DTU and NSIT but in IIITD it is a bit tough.
In DTU you may get these branches: Bio-Tech, Civil, EE, Engineering Physics, Environmental Engineering, Polymer, Mecha Automotive, Production. You can even get CS in spot round.
In NSIT there are fair chances of getting: Bio-Tech, I&C, Manufacturing, Mecha.

Now, if your brother hs not done his 12th from Delhi then getting a seat in DTU will tough but if he has completed his 12th from Delhi then there are high chances of getting any lower branch or even top branch in spot round.
Now coming to IPU, this is happening the first time that IPU is going to take admission in B.Tech through JEE mains (see the admission brochure 2019-20, page2, part A), so nothing can be predicted in advance about cutoff in different colleges under IPU. Yes in case you belong to other Backward classes catagory and have the required documents to support it, then definitely you can apply to both Delhi Technological University and Netaji Subhash Institute of Technology under OBC category, there would not be any issues regarding the same.

The competition at DTU is very tough and with this much marks it is very tough to get a seat there but still due to Home state quota you may get a seat. You may have to wait till the final round to get a seat with good branch.

DTU gives admission only on the vasis of jee main score card hence it doesn't matter how much percentage you score in 12th. In orger to get eligible fir jee mains you need to have minimum of 75% in 12th . Rest your admission deoende upon your jee main score, in order to get admission in the college you need to score more than 200 marks in jee mains.

There are various rank predictors listed on websites that you can use to calculate your rank. You need to input the questions and correct attempts in order to know the same. The cutoff of UCEED was 100 marks and score above was accepted.
