See if you want a Computer oriented branch(COE/IT/SE/MCE) you need a rank below 45,000.
For branches like ELECTRICAL/ECE/MECHANICAL/CIVIL you need a rank below 55,000.
For rest of the branches a rank below 85,000 will be enough.

Yes, PU marks does count for dtu admission for B.tech.
But not entirely 10+2 equivalent marks are considered. In order to get admission for B.Tech programs in Delhi technological university , Delhi you need to have qualified JEE mains also. The weightage of JEE mains holds in such a way that JEE mains scores have 40% weightage and the 10+2 equivalent has 60% weightage.
Either way , your JEE mains score and ALL India Rank will matter to geti admissions in DTU. Even though the Pu or 10+2 marks count , the main admisssions is based on JEE mains score. Based on lal these criteria, if you are elligible, you will be called for counselling in DTU . Also , you need to have 60% aggregate in physics, chemistry, mathematics/biology in your 10+2 equivalent.
COunselling is done for those candidates who are shortlisted based on theor JEE score and then if selceted you need to submit the documents for the same.
Where as for B.tech eveing or B.tech Lateral courses, you need to attempt the entrance test conducted by DTU itself. According to tentative dates, DTU application form starts from june 15, 2019 and last date is scheduled to be on june 23 (tentative). And counselling is supposedly starting in month of JULY.
Delhi technological University is considered to be one of the oldest Engineering college in India. They also have been known to have best placements. Even though the college seems a little crowded, it is one of the old university and does offer one of the best placements. THey also have good campus and infrastructure. Every college has pros and cons. According to student reviews, this college is a very good college for B.tech although there are very few faculty's who doesnt teach upto the mark, but the college placements and other facitlities are really good. They are known to have 100% placements and those companies that visit IIT's and NIT's also visit DTU.

It would be difficult to provide you the exact information about the qualifying cutoff & admission cutoff as JEE Main is being conducted twice by NTA for the first time and rank will be decleared in the month of April. But this score seems not enough to get a seat in DTU. You can check the previous year cutoff with the given below link to take an Idea about.

Graduate Aptitude Test in Engineering (GATE) is a national-level post-graduate entrance exam that is jointly conducted by the seven IITs (Bombay, Delhi, Kanpur, Guwahati, Kharagpur, Madras and Roorkee) and the Indian Institute of Science (IISc), Bangalore for admission to M.Tech programmes offered by government as well as many private institutes.
GATE 2019 was organized by Indian Institute of Technology (IIT) Madras in online mode on February 2, 3, 9 and 10, 2019.
As for your question, DTU is a premier institute of India and its cutoffs are similar to the top NITs and middle tier IITs. So, sorry to say but your chances of getting DTU are very low.

As for your question, sorry to say but with your score and considering that you are a OBC category aspirant, you have very little chance of getting admission in DTU in core civil.
