Improvement exam is given to "improve" and if their is no improvement, then previous marks are considered. If you got failed in physics and chemistry, then your previous marks will be taken into consideration.

First of all,congratulations for such a good percentile.At this point of time it would be difficult to say whether you will get admission in these two colleges or not,as final result will be declared by NTA after second session of JEE MAINS (which will be conducted in april).Still considering previous year cuttoff ,you may get admission in DTU.
But as you know admissions completely depends on cuttoffs that changes every year.Calculate your ramk in JEE MAIN rank predictor

If your rank is below 50000 ,you are likely to get NIT or any other good college.

Congrats for such a high rank! You can get any branch at DTU or in IIIT
Delhi.
You can get ECE, Software Engineering, IT, Mathematics and computing, and other branches in DTU. Most preferred branch is IT or Computer Engineering in IIIT Delhi.

Hello sir, for getting your ward admitted in DTU/NSIT you need to fill up the form of JAC which will be released in the third week of June. Only after filling the form will the colleges select your ward for the counselling process if he/she has scored the cutoff rank.
If you come from the Delhi region then it will be easier to get selected for the counselling process as the cutoff ranks are not too high for the Delhi region. But if you are from Outside Delhi then the cutoffs range from around 1,400-10,000.

1) First of all, you can use the rank predictor provided by Careers360 to predict your rank for 240 marks through the following link:

As per last years stats i.e 2018. For
NETAJI SUBHASH INSTITUTE OF TECHNOLOGY:
closing rank for General, outside Delhi, Defence quota priority 3candidate was:
1.)268983 for Computers
2.)565720 for Mechanical
DELHI TECHNICAL UNIVERSITY:
Base JEE MAINS cutoff rank was 102346(P-5)
So if the trend continues you might get a seat in NSIT/DTU after scoring 140 marks in JEE MAINS 2019.

DTU is a very good university for the terms of placement , studies and infrastuctute. but like most of the iits or nits cse or it branches get higher packages. but still many core pvt sector companys visited the campus placement according to the placement report of 2018. philips, siemens, mahindra, exicom.. and also some psu's iocl, gail visited in 2018.. but you need good luck to get a job in those psu's.. so if electrical engineering is the main interest for you go for it.
