Even though both colleges are good, my opinion would be that NIT Jalandhar would be a better choice based upon the placement records.

The placement record of mechanical in NIT Silchar is excellent. As per previous year data, over 75 % students got placed. The highest salary package offered was 21 LPA. The average salary package offered in NIT Silchar is around 5 lpa.
Also, in Nit Jalandhar the placement record is good but highest and average package offered is low than NIT Silchar. The average package offered in NIT Jalandhar is about 4.5 lpa.
But both colleges are good according to academics and infrastructure. Top recruiting companies come every year in both colleges.

So, to answer your question, I'll mention some of the key points of difference between the two colleges and streams, and then you can decide further which one is suitable for you .
College Ranking (By NIRF):
National Institute of Technology Warangal : ranked 19
Dr B R Ambedkar National Institute of Technology : ranked 52
Campus and faculty :
Both the colleges are obviously government colleges, the campus size being larger in NIT warangal , but it has lesser students intake. On the other hand, NIT jalandhar has a smaller campus but has much more students intake. The basic amenities being present in both the colleges that includes hostels, gym, cafeteria etc.
National Institute of Technology Warangal has higher rank
B.Tech Electrical Engineering in Dr B R Ambedkar National Institute of Technology Jalandhar has higher cutoff through JEE Main
B.Tech Chemical Engineering in National Institute of Technology Warangal has lower fees

I'll mention the median salary for both the colleges for the given course :
nit warangal (chemical) : Rs.9.01 Lakhs
nit jalandhar(electrical eng ) : Rs. 6lakhs.

Since I have researched for over 10+ years on Indian engineering curriculum hence I have an accurate answer to this question.
MNIT-Jaipur and NIT-Jalandhar are tier-3 Indian engineering colleges hence most of the degree holders from such colleges have to become employees in the services based companies. 3–4 LPA.
None of these colleges have any reputation in the industry.
NIT Warangal with no doubt is best among all the other options you have mentioned.
I may not be correct according to its infrastructure and all but yes in academics and placement point of view it is highly recommended.

NIT Jalandhar is accredited by the National Board of Accreditation (NBA).
Placement:
In the 2019 placement drive at NIT Jalandhar, about 128 companies visited the campus for recruitments. 520 students got job offers from recruiting companies, out of which 472 accepted the job offers. 48 students got double job offers. Branch wise NIT Jalandhar placements data are: Electronics and Communication Engineering - 94.87%, Computer Science Engineering - 94.05%, Chemical Engineering - 92.06%, Instrumentation and Control Engineering - 86.57%, Civil Engineering - 66.13%, Industrial and Production Engineering - 81.82%, Mechanical Engineering - 100%, Biotechnology - 57.14%, Textile Technology - 83.33 %.
The median salary is Rs 5.5 LPAin 2019.

When compared among both the NIT's the NIT Jaipur wins the comparison as NIT Jaipur has a great record in terms of placements in the past years. The college has great infrastructure and the faculty in the college is too good. Many famous companies visit the college for campus recruitments and since the past years many students have been placed into famous companies with great salary packages.
So overall you would opt for NIT Jaipur.

So, with your rank, your chances of getting a seat in NIT Jalandhar for any branch, even in SC category, is almost zero, because these are the top NITs, and their cutoffs are usually very high(score). You didn't mention your home state, but even considering you have a home state quota, still then your chances are very low in CSAB round.
You can although have slight chances of getting some other NITs like NIT Mizoram, NIT meghalaya, for subjects like metallurgy, food technology etc. but even there, your chances are not 100%.

There are two lecture theatres in which there are air conditioned classrooms having a capacity of 120 each . There is one old building of library and a new building which is air conditioned having a capacity of 400
College Infrastructure is decent like there are two lecture theatres where the classrooms have a sitting capacity of 120 each. There are two library building one old and other the new one which is air conditioned and has a sitting capacity of 400 and the old one is a book hun.
The infrastructure is quite decent and they are improving it every year .The campus have spacious classrooms, a central library, computer centers, well equipped laboratories and canteens.Hostels are fine but mess food is average.
