If you are from the general category then with that score you won't be able to get into IIT to get the structure engineering. but you will be able to get into nit calicut and nit bhopal for the course of structural engineering based on your marks

Yes, you are right the cutoff is 600. You can definitely get the admission in IIT Bombay with this stream.

As per the previous year cutoff of IIT BOMBAY, to get admission into Geoinformatics and natural resourse engineering, you need minimum 360 in CE/AR/AG or 315 in MN/GG/MA/PH or 450 in CS/EC/EE in OBC category.
SO since you have scored 515 in Civil and you belong to OBC, you have higher chances of getting Geoinformatics in IIT Bombay, but no confirmation can be given as the cutoffs are yet to be released. Please wait for the cutoffs and hope for the best , you have a very high chances of getting your desired course and branch.

Your gate score is 831.with this score you will definitely get IIT Bombay but you have low chance of getting IISC Bangalore.You have a chance to get most of the IITs. You can check here other college's cutoff

Kindly mention your GATE scores out of 1000 and your GATE paper then I can tell you better aout your chances of admission.
Also, you can use the GATE College Predictor tool to check the courses which you can get and the chances where you have chances of admission based on your scores-

Basically sir the fee of any IIT and NIT have based on the income .
So,I am giving you the fee structure of IIT Madras,
According to me , all rest IIT will take approx same fee.
GE/OBC Category Grand total fee
1.whose parental income is above Rs.5 Lakhs per annum Approx 1 lacs
2.whose parental income is between Rs. 1L and Rs.5L per annum Approx 50k
3.whose parental income is below Rs.1 Lakh per annum Approx 10k
4.SC/ST Category -with Scholarship Approx 5-10k
