First of all Congratulating you on your nice performance and I would like to tell you that based on choice of two colleges provided above, if you were to take my opinion, I would suggest you to take admission in Jadavpur University because this university is ranked above various iits and nits in terms of everything and is one of the best college in West Bengal, at the same time mechanical engineering is core branch unlike information technology so, go for it.

You should ask about the books from your teachers when your classes start because they know the best book according to your university but until then the best books for the subjects are -
1. Mathematics - I & II - B.S.Grewal, Higher Engineering Mathematics
2. Physics - Engineering Physics by Gaur and Gupta
3. Electronics - Basic Electronic's and Linear Circuits by N.N.Bhargava
4. Basic Electrical Engineering - V N Mittle, Basic Electrical Engineering
5. Engineering Mechanics - Timoshenko and Young, Engineering Mechanics
6. Engineering Graphics - N.D.Bhatt, Elements of Engineering Drawing

First of all dear to take admission in jadavpur university for b.arch you have to qualify nata cutoff along with that you have score a good rank in wbjee. The previous rank in wbjee for b.arch in round 4 was 8581. If you have not appear for wbjee then your chances are less to get admission in jadavpur university. Sorry to say but you won't get a chance in Jadavpur for Btech. But you have a chance to get B.Pharma in Jadavpur University.
The cutoffs are:
if you are aiming to get B.Pharma then I suggest you go for it. and this B.Pharma is of 4 years course. Normally it is for 3 years.

Can you please tell your AIR , as all data are present in AIR so it quite tough to predict any thing on the basis of category rank, or you can also do this , go and check the previous year cutoff of Jadavpur and tally with your AIR and you will get your answer.
In order to take admission in Jadavpur University you should have 60% (45% for reserve category students) aggregate marks in Mathematics, Physics and Chemistry and you should also obtained individual pass marks (both in theory & practical where ever applicable) in each of the subjects and with at least 30 % marks in English. If you fulfill this criteria you are eligible to take damission if you score good rank.

Yes you have fair chances of getting electrical engineering at Jadavpur University Kolkata. Previous year cutoff was 44595 in sc category for electrical engineering. So you have fair chances.

A bit underwhelming due to inadequate funding. Basic labs found in first year are not upto the mark. However when it comes to equipments, toh would probably all of them except half of them are obsolete from industry pov.
The Jadavpur University has quite old buildings. But, it has a central library with separate libraries in each department. It has 4-5 canteens at different points in the campus. It also has an Open air theatre, A gym, and a basketball court adjacent to the main ground.
The university still uses alot of buildings that are way too old and they are maintained very rarely. But, few new buildings have been built recently which is a good thing. There is a lack of adequate labs for example in my department (Economics) there is no sufficient facility. There is also lack of ACs in the classrooms.
