According to rank in OBC-NCL in HS quota i.e. 43825 you could only get Civil Engineering , Electrical Engineering and Electronics and Instrument Engineering only in National Institute of Technology, Silchar ( considering the last year's cut-off of 7th Round )

Your admission to NIT Silchar will depend on whether you are from the home state of the University or not.
NIT Silchar, being in Assam, gives preference to it's native Assamese students and according to previous year trends, the cutoff for Computer Science engineering is about 37,436 in the general catergory.
However, for students outside the state, the cutoff for Computer Science is around 19,000.
Hence, if you are home state candidate you may be able to secure an admission, but if you belong to a different state it is unlikely to get selected at NIT Silchar.

As far as reputation of NITs are concerned, NIT Silchar has a higher reputation as compared to NIT Puducherry or NIT Srinagar for that matter.
Also if you want an NIT tag, then BIT Mesra doesn't provide you that plus it's reputation is declining as well.
You have got a good rank in JEE MAINS and with your reservation you could definitely get CSE in NIT Silchar. For that you will have to register for JoSAA 2019 which is beginning in the third week of June. The latter process is just setting preferences according to the college and course you want and a seat will be allotted to you according to the cutoffs. Just follow the process carefully and you would be good.

Yes, you have the option called branch chamge in National institute of technology, Silichar as you have mentioned above. This happens only after the successful completion of the 1st year ( i.e.., 2 semesters). Yes, for this to happen you should have top score among all the students. And, this is possible only if you have a pointer above 8.15 and you should not have any backlogs in the 1st/2nd semester.

Hi ! Yes, there is a some chance of getting admission in NIT Silchar. Since you have a decent rank in ews rank category and you will get the benefit of home state quota, you can get an admission in NIT Silchar. The hostel experience was nice, with timely breakfast, lunch, and dinner. However, the mobile network was very poor in the hostel room and sometimes lan did not work properly. classrooms are in pretty good condition in new gallery classroom. for civil laboratories, the equipment was not maintain properly.
