You have less chances to get Thapar University based on your marks.

Based on your marks you can get admission in NIT Manipur if you want you can get admission in private colleges. You can get private college in other states like: Haryana, UP, West Bengal, Punjab, Rajasthan, Maharashtra. Most of the states have reservation for other state students in private colleges based on JEE Main score/rank. You need to apply separately for them.

Admission into colleges depends on the ranks you have scored and category you belong to. 

We may not say which is better for cse as both the universities are best in their own ways.

To get admission in Thapar university , you must give the JEE MAINS exam and satisfy the merit decided by the university at the time of counselling. You can also once look at the eligibilty criteria for TIET by clicking on the below given link :

There are 150 seats available Out of these seats 50% seats are reserved for the Punjab candidates.And rest 50% are for aspirants from other states.Now as you can see 100 seats have been in cs branch in this year as compared to last year. So obviously the cutoff will also come down this year.
