Every college have seperate policy.

You can write a application to your college regarding the change of the college. If they approve you can send that application to the college in which you want to take admission if  they approve you can change your college. 

It's totally depends on the college whether they will take full fees or will charge some amount.

Both are great according to a person's interest...

which is if you have passion about subjects that are included more in biotecnology then select that 

same goes with chemical engineering i.e. if you have the subject you intrested in the syllabus here then select chemical engineering .

If you follow your passion then you will definetly get results and reach your destination.

these are two different sectors so please check for your interests and select .

College wise both are good and well reputed .

There is a not a basic difference between them both the courses but there is a specialisation on a particular course creates a difference between normal course and prescribed course in this course you will have more moderately of knowledge while in the other you will have the only basic knowledge there is a conceptual difference between both the courses I hope you can understand and differentiate between both the courses.

I guess you cannot because since you have undergone the process of document verification for that particular college then certainly you would have paid so amount so it might not be possible. Still, try to mail the authority and ask about this.

Generally, you get the best at first only; you can't get better options by 2nd or 3rd list
