Admission to AU is done merit based. If you have good percentage in 12th then you hold a high chance to get an admission in AU.
As you mentioned, you are non-tamilnadu student which doesn't effect in any way. You will belong to open category (OC) but rest of the process is same.
If you want to join any other college or university for engineering then you have to appear TNEA entrance exam.

i am listing basic admission criteria,
1. B.E/B.Tech/B.Arch- TNEA
2. B.Arch- NATA
3. M.E/M.Tech - GATE/TANCET followed by TANCA counselling
4. M.Plan/M.Arch/MBA/MCA - TANCET followed by TANCA counselling
5. M.Sc/M.Phil - university based entrance
6. MS by research/Ph.D - written test+interview or UGC NET/CSIR NET/JRF/SLET

Please mention the name of course for which you want to know about because there are various courses offered in Anna University ranging from Undergraduate to phd program and having different admission process.
In general, most of the engineering college admits students on the basis of marks secured by them in the Tamil Nadu Common Entrance Test and this examination is conducted by Anna University.

If it is for Undergraduate courses like BE/BB.Tech, then you have to appear for TNEA Counselling conducted by Anna University. Anna University has no entrance examination and the admission is through TNEA which is the counselling process. The admission to BE/B.Tech courses is conducted on the basis of merit scored in 12th. As many as 563 Institutions participate in TNEA Counselling. Though TNEA is primarily for Candidates who fulfil the Nativity criteria, few seats are also allotted for Candidates out of Tamilnadu. This number is approximately 50. The University has not released TNEA application forms yet. Once Anna University releases the online registration process, you need to register and appear for counselling.
Basically cutoffs changes every year as it depends upon various factors like Difficulty level of the paper, no. of students appearing for the paper, performance of the students in the entrance exam.
But in general if you consider previous year TNEA cutoffs then you can get Food technology with 96+ marks in good college's.

Yes, You are eligible to get a seat in Anna University. The admission will be based on the aggregate cut-off mark of Physics, Chemistry and Maths subjects. You need to apply for TNEA counseling 2020 which is expected to be conducted in July or August 2020. You need to submit a permanent resident certificate during the counseling.

college infrastructure is very decent modernized well equipped with necessary facilities. the classrooms are installed with smart boards to access virtual learning. the labs and libraires are well maintained with new techs and books. the college also provide hostels for both boys and girls with mess facilities
anna University, Chennai has old necessary facilities for phd students like libraries, libraries, computer, unable campus, and many more such facilities the university offers the campus of 500 acres to the students
