Once you get in there is no difference in the facilities between you and any other candidate. You will get the same facilities as your peers. Your rank is a matter of discussion in only few starting couple of weeks and after that all that matters is your performance in the institute.
There is some fee concessions in the IIT for the SC/ST/Economically weak students, so if you are not able to afford the fees you'll get a chance at some scholarships.

IIT Bombay -22

IIT Bombay requires AIR around 20 for admission.But you have a better chance of getting admission in IIT Guwahati and IIT Hyderabad.

Coming to your question about changing your branch in the second year, you can do that but that depends on a number of factors. Firstly, you'll have to maintain a really good cgpa throughout your first year and secondly it depends on the number of seats available in the following year.
So yes there is a fair chance of changing your branch.

The dates on which JEE main would be conducted is declared to be from 5 April - 11 April. If you start studying from April 1 you won't be able to complete even a single subject. It's better to start as soon as possible to ensure good grades as the fight for you desired branch and college is extremely difficult.

see the number of seats for b.des in iit delhi, guwahati, IIITDM jabalpur is really less, the seat is open category in iit bombay, iit guwahat, IIITDM jabalpur is 15, 22,15, so at this score she has less chances to get into any iits, however there is other 23 institutes also offers admission apart from organizing institute. some of the top institute are

anant national university

there is reservation category for economically weak candidates. on the part of scholarship, there are institute level , state level and national level scholarships provided to candidates to pursue higher studies based on the merit and qualifications.
so keep updating yourself and know if there is any opening for scholarship application. apply for it if you find it suitable for you.
