To secure a seat in computer science engineering in IIT Delhi is a good idea.to make sure this you have to aggregate minimum of 80% in the examination so that there are more chances of getting rank below 30 . Thus you can secure a seat in IIT Delhi computer science and engineering.

No, there will not be any problem because many candidate prefer to choose one state to study while there home state is different and so does the certificate is from Home state so if you have the domicile of Bihar and your certificate is from Government authorised then you don't have to worry for the counselling.

see gate and ceed exam is not for you as you are in 11th , gate or ceed  exam can be attempted  by candidates who are already graduate or in final year of graduation in relevant discipline.

as you want to take admission in iits, you need to apply for uceed exam which is the undergraduate design entrance of iits, also you need to apply for jee main exam, which is the common entrance test of engineering, basis on jee main score candidates may appear in jee advance exam, which is the gate way entrance exam of admission in iits for btech courses.

The maximum marks for JEE advanced is not fixed and it keeps on changing every year therefore it is hard to tell you how much marks you need to have to get a seat into Indian institute of technology Delhi.

but what remains same is rank to have a sit into IIT Delhi for computer science and engineering you need to have less than 150 rank in all India if you belong to general category.

As you have secured a average percentile score in CAT. And to get other IIM , you need to have a CAT percentile of 95+. As you have secured only 82.26 percentile in CAT you would only get call from other institutes. On the percentile secured by you in CAT Exam , you will get some good colleges. After the declaration of the result the merit list will be made  to call the candidate for the interview round.The merit list comprises of your CAT percentile, your graduation marks, your work experience, your 10th and 12th marks. You would get a call from the above institutes.

The Indian Institute of Technology is the most reputed college in the country for Engineering. To gain admissions, you need to first pass your 12th standard will 75% or above and with PCM as your main subjects. Then, you need to answer JEE-mains, which is one of the most competitive examinations in the world. After you clear Mains, you will have to  answer JEE-Advanced. IITs take admissions only on the basis of Advanced scores. A rank of 2500 and lower is considered safe for IITs.

Ayush, IIT Delhi hasn't officially released its cut offs for the Academic session 2020-22. But going by their previous short listing criteria, the Shortlisting Index may be as follows: These are just the minimal percentiles required

There is no minimum CAT percentile for SC,ST,PWD.

Now Shortlisting Index is calculated using the formula:

There are various factors affecting the GATE cut-off score. Now, if we talk about the IITs, the cut-off depends on the number of applications they receive for admissions, the number of seats available and the category of the students applying. So, if the cut-off is high, it means that the competition is high. The number of applicants is high, and therefore they keep the cut-off high.

So, in 2012,2004 and 1998 (as you mentioned), the cut-off were high in civil engineering in IIT Delhi because maybe too many applications were filled for registration and the number of seats must have been less comparatively. Basically, cut-off is just a way of screening candidates based on score.
