Hi Gopi, the cutoff varies every year based on various factors like number of seats available number of test takers difficulty level of exams etc. However going with the previous years cutoff, I am sorry to tell that this cutoff wont be enough to get through to IIT Delhi for civil. The cutoff for various courses vary around 700+-750+. However you can try other IITs like Hyderabad BHU Patna etc. or some NITs with this score.
Dear Tejas, there are 31 NITs ans 23 IITs. And there is no common ground regarding the option of checking placement opportunities for each stream in every Institution because the Placements are in Individual capacity of each NIT/IIT . You will have to check their respective official websites for their placement information.
Dear Dheeraj, it is understood that the COAP registrations will commence only after the last day of filling the M.Tech applications at IIT Delhi. So ideally you should be given an option wherein COAP registration number is not mandatory. Wherein it is not a mandatory field to be completed. Please check if that is a possibility. Graduate Aptitude Test in Engineering (GATE) is a national-level post-graduate entrance exam that is jointly conducted by the seven IITs (Bombay, Delhi, Kanpur, Guwahati, Kharagpur, Madras and Roorkee) and the Indian Institute of Science (IISc), Bangalore for admission to M.Tech programs offered by government as well as many private institutes.
GATE 2019 was organized by Indian Institute of Technology (IIT) Madras in online mode on February 2, 3, 9 and 10, 2019.
IIT Madras is only the conducting authority of GATE 2019 exam and will not conduct any counselling for the admission. Candidates will have apply individually to the desired college for admissions since there is no common counselling of GATE 2019. Candidates who wish to apply for M.Tech courses into IITs will have to apply through the Common Offer Acceptance Portal (COAP) and for NITs, IIITs and CFTIs through Centralized Counselling for M.Tech (CCMT). State and private universities will also be conducting their own counselling process based on GATE scores.
Following documents are required at the time of counseling:
Printout of CCMT registration form and the locked choices
Provisional seat allotment letter as downloaded from CCMT website
Self attested copy of GATE score card (2017 or 2018 or 2019)
Photo ID proof as per government of India norms
Original birth certificate issued by competent authority
Class X (high school) board certificate as date of birth proof
Class XII original mark sheet
Original grade or mark sheets of qualifying examination for all semesters
If degree is completed, original degree or provisional certificate
Original category certificate for candidates belonging to SC/ ST/ OB categories, if applicable
Candidate's undertaking regarding OB status in the required format
Original certificate for PwD, if applicable
Payment proof of seat acceptance fee of Rs 20,000 for first three rounds
Original migration certificate of last institute/ university attended
Three color passport size photographs
Original conduct certificate from the head of the institute last attended
Original transfer certificate from the head of the institute last attended
Original course completion certificate from the head of the university or institute, in case result is awaited
One set of self-attested photocopies of all original documents

As for your question, you should be able to get confirmed seat in at least IIT Bombay and also have a good chance in Madras and Delhi.
