Based on your rank and category it would be difficult to get electrical engineering in iit delhi.
As per previous trends, closing rank for electrical engineering for obc category in iit delhi is 1429
You may get other courses in iit delhi like
Engineering and computational mathematics
Engineering physics
Materials engineering
Mechanical engineering
Civil engineering
Chemical engineering
Biochemical engineering

Director V Ramgopal Rao of the Indian School of Technology (IIT) Delhi said on Friday that the institute would begin onboarding first-year students on November 29 and that their sessions may switch to an offline format by mid-December. So, by the middle of December, first-year sessions should be restored to normal offline mode.

If you are asking about just the branch then ECE is anytime better. But if we talk overall you should go for IIT Delhi. Because you other option is bits Hyderabad not bit pilani. IIT Delhi will give you a great exposure overall and even its production branch will give you a lot of opportunities.

Both of the college IIT Delhi and NSUT are consider to be among best college for engineering. But IIT Delhi will be consider best in terms of placement and college life. It totally depends on your area of interest whether interested in CS or civil engineering. If you have not decided any branch till yet then you should prefer IIT Delhi and pursue civil engineering from there only . You will get good exposure from their. Also if you perform good at college then you will get a good placement from there . But if your area of interest is CS then I would suggest NSUT only. Its placement facility is also excellent .many MNCs like Microsoft, Amazon come here with good offers.If you are further going to prepare for any competitive exam then you should know before hand that in NSUT ,you will have to satisfy 75% attendance criteria.

As its the last round, then there is no option for you to have any upgrade. So your seat gets automatically freezed and if you wish you have to take admission to IIT Delhi or else you have to leave the counselling. If you no other choice like upgrade as you have in the before round.
IIT Delhi is one of the best IIT's so if you get a chance to get into IIT then don't worry about and get into it, you will get enough scope to discover new fields as well as allied fields in future.
