According to your percentile in jee mains and taking into consideration that you are from obc category , there is low chances to get a seat in mechanical engineering in vssut, burla as the cut off for this branch is high and your rank is low but you can try for some lower branches.
I would recommend you to wait till last round as you could get a seat of your choice.

Considering your rank in JEE Mains in general category and without the home state quota your chances of getting into VSSUT by opting CSE is pretty good.You have to register under OJEE to participate in the counseling process.
Coming to the placements the average package offered by on-campus placement is around 4 LPA which is not that high,as a matter of fact the highest package is offered to the CSE branch.I would suggest you to go through the college predictor link and go for other colleges in the state.

Well vssut is one of the most prestigious institution of engineering in orissa so it difficult for you to get admission into it with any good branch but still you canget lower branches and as per the indra gandhi institute you can get chemical engineering as well as electrical engineering and all the lower branches . At first, I must tell you no college is best and every college is good at its own place. But if you want to compare the mentioned colleges that you have asked, then I would suggest you to go for CET Bhubaneswar rather than VSSUT, Burla though VSSUT is the oldest engineering institute in Odisha. If you compare the placements of both the colleges, then CET is far better because at the end, all you need is a job in you hands if you're career oriented. Also, CET has got its autonomous status. Faculties are also good in imparting the knowledge to the students. In VSSUT, the faculties are quite high qualified and experienced in dealing with the students and help the students at its best but in terms of placements, it is quite ok-ok or average types. It's never on the faculties or placements but it's all about individual opinion and hard work of the student. Colleges just do their duty and will provide you the degree at the end, that's it.

Wi-fi is speed. The labs are good and the classroom look like heaven and library is like a wonderful nature. The food in the hostel is good but according the students mind set it will be. The canteen is good and there is a dispensary also for medical purpose. There is availability of sports.
It is a good college Wi-Fi is enabled in the hostels. The laboratories are very good and the classrooms are not well-maintained. The library is also very good and it is very well-maintained. Food quality is not good, and the canteen is good. The sports and games facility are provided and students can involve in it.
Yes, hostel and college campus is fully Wi-Fi. Lab, classrooms and library also have internet.Good qualities of food is provided to us in our hostel and canteen also. Medical services is also near to us. Sports and game facility also provided by the college. Pleasant nature around the campus.
